An October report complains that Halliburton had promised to fix the problem but didn't.

I have a book around my place somewhere on the Army sutlers. Back in day they provided supplies for the soldiers.
Halliburton is just a modern corporatized version of them.
Some sutlers were corrupt and/or were treated with favoritism.
The Good old days have returned.

I read yesterday Russell Baker's review of Krugman's new book and it is a great review, focusing upon the failings of the reporting (or is it non-reporting) media on the failings of W. See the current issue of the New York Review of Books. Also see a reader's comment and Baker's response. As Alterman asks: "What Liberal Media?".
