They declined to name the officer, a former chief of American espionage operations in Latin America, because he is still under cover. They said he had been chosen despite having been removed from the Latin American post in 1997 after a C.I.A. inspector general's report criticized him for "a remarkable lack of judgment.'' At the time, many at the C.I.A. considered his removal to be unwarranted.
Sort of says it all doesn't it? The ridiculously corrupt promoting the marginally incompetant. My only question is, why wasn't that person cashiered instead of being sent off to Latin America? Or would that be the CIA Protective Association at work?

and it

Central Intelligence Agency (CIA) was removed from his post in
November in an apparent abuse of authority involving a childhood
friend arrested in the Dominican Republic for drug possession.
According to sources that spoke to The Washington Post, the
official, whose name the Post did not publish, found out last
year that his friend--who had also worked for the CIA--had been
arrested in the Dominican Republic on charges of possessing two
ounces of cocaine and a revolver. According to the story, the
official asked the CIA station chief in the Dominican Republic to
intercede with Santo Domingo police to assure that his friend not
be mistreated, and that he have his belongings returned to him if
he was released.
A CIA employee who found out about the intervention contacted his
superiors. An internal investigation headed by CIA inspector
general Frederick P. Hitz was forwarded to the Justice
Department, which determined in May of this year that no criminal
prosecution was warranted. But a senior management panel which
reviewed the case found that the division chief had shown a
"remarkable lack of judgment," and recommended that he be demoted
and reassigned from operations to administration. The
recommendation was approved by CIA Director George J. Tenet.
Former CIA operatives said that in the past, such actions would
have led to no more than a reprimand, and some opined that the
agency was being more careful in the wake of renewed charges that
the CIA has been deeply involved in the cocaine trade--especially
the well-publicized 1996 series in the San Jose Mercury-News on
CIA links to drug running by US-backed Nicaraguan contra rebels.
